    Azerbaijan has gone through major challenges on its way to independence including economic crises and internal conflicts. Unsteadiness has infiltrated citizens’ attempts to survive and adjust to the changing world around them. Azerbaijan and Armenia have been in “the bloodiest conflict in the Caucasus region” since 1988 over the disputed Nagorno-Karabakh. Over 25,000 people have been killed and approximately 1,500,000 have been displaced (MacFarlane & Minear, 1997). Since its start, substantial support has been provided by development partners and governments to rehabilitate physical infrastructure including schools, hospitals and houses, and offered livelihood and integrative economic support to the affected communicates.
